ELECTRICAL/MECHANICAL TECHNICIAN
(Full-Time)
RESPONSIBILITIES: Maintains and repairs electrical and mechanical equipment within wastewater treatment and water system facilities.
MINIMUM QUALIFICATIONS:
EDUCATION: A high school diploma or equivalent.
EXPERIENCE: A minimum of one year work experience in the repair and maintenance of mechanical equipment and three-phase electrical equipment.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of electrical theory, practices and procedures; electrical tools, meters and materials; operation and repair of pumps, motors and related equipment; operation and repair of generator sets and transfer switches; safe work practices. Ability to maintain and repair electric motors, both single-phase and three-phase; maintain and repair water and wastewater pumps and equipment; maintain operational records and reports; work independently when necessary; establish and maintain effective working relationships with those contact in the course of work.
LICENSE: Possession of a valid California Motor Vehicle Operator’s License, or equivalent if a resident of another state. Must maintain a license in compliance with the City’s employee driving standards.
CERTIFICATIONS: Possession of a California Wastewater Treatment Plant Operator Grade I certificate and a California Water Distribution Operator Grade D-1 certificate, or the ability to obtain these certifications within 18 months from hire date.

Salary and Benefits
Salary Range: $13.94 - $16.93/Hour.
Retirement PERS 2.5% @ 55. The City pays the 8% employee contribution; reported EPMC.
Health The City provides a $1025/month flexible spending account to apply towards health benefits, including medical, dental, vision, air ambulance, long-term disability, and life insurance.
Vacation Leave Vacation is accrued at 4 hours biweekly upon employment and increases with time in service. There is an accumulation limit.
Sick Leave Sick leave is accrued at 4 hours biweekly with an accumulation limit.
Holidays 12 paid holidays per year.
THE SELECTION PROCESS will consist of a written exam and an oral interview.

The City was incorporated in 1854 and consists of 65 full-time and 25 part-time employees. The City has a City Manager/Council form of government with a five-member elected City Council. There is a city-wide population of 7,420.

DIRECTOR OF FINANCE
RESPONSIBILITIES: Plans, organizes and directs all operations and activities of the Finance Department; responsible for overall administration of internal accounting and financial matters, including investments; establishes and maintains accounting of city funds; controls expenditures in accordance with appropriations; prepares annual budget; serves as City, Housing Authority, PFA Treasurer and RDA Finance Officer; serves as Risk Manager.
QUALIFICATIONS:
EDUCATION: Graduation from an accredited four-year college or university with a degree in finance, accounting, business administration, public administration, or a closely related field.
EXPERIENCE: Four years of progressively responsible accounting/financial management experience with a municipality or public accounting organization. Two years experience in a supervisory or management role.
CERTIFICATION: Possession of a CPA or CGFM is highly desirable.
LICENSE: Possession of a valid California Motor Vehicle Operator’s License, or equivalent if a resident of another state. Must be able to comply with City insurance requirements.
KNOWLEDGE of accounting principles, practices and methods as applicable to municipal finance operations; fund accounting systems and internal control requirements; GASB as applicable to municipal finance; financing reporting requirements for pertinent regulatory agencies; ordinances, resolutions and regulations affecting municipal finance operations; principles of public administration, including budgetary practices; principles of supervision and training; utility billing and collection systems; computer systems in government accounting, redevelopment agency funding; Springbrook Accounting software is highly desirable.
ABILITY to analyze and interpret financial statements, budgets, fiscal and accounting records and data; prepare accurate and detailed financial and statistical reports; devise and implement new and improved accounting and record keeping procedures; effectively instruct and supervise the work of subordinate staff; effectively communicate both orally and in writing; maintain effective working relationships with the general public, public officials, auditors, employees, and those contacted in the course of work.
