Changes are coming to the Housing Choice Voucher program administration through the implementation of HOTMA (Housing Opportunity Through Modernization Act) beginning January 1, 2027. HOTMA includes revisions to income calculations, eligibility standards, occupancy standards, and ongoing program administration. Each participant family will be provided with an opportunity to discuss these changes individually during the annual recertification meeting with program staff. Participants with questions or concerns who do not wish to wait for the annual recertification are encouraged to contact program staff directly.

To ensure full compliance with HOTMA, CCHA's Administrative Plan needs to be updated. A public hearing will be held October 19, 2026, at 6PM at the Flynn Center for adoption of the revised Administrative Plan. Please see the link below for a summary of the proposed changes by chapter.
